Problem with fry

I only have three fry so far that are around two weeks old. They have been doing very well on crushed flake and bbs. However one today has started to struggle to hold its position in the water and just swims around in circles. They are still very small. How do you guys keep your fry and what do you feed them on? What are the water conditions?
