That’s a loaded question… it kind of depends on how much aquarium maintenance you want to do. When I’m growing out fry, I keep 65 in 20 gallon long tanks, but they get frequent large water changes.
Without a lot of work, you could probably keep two dozen in your 12 gallon.

I have a fairly planted tank
Its 12 Gallon (46L) I tend to do a 10L water change once a week. s0 15-20% weekly water change.
For you 20G fry tank, what percentage and how often do you do a water change?

70% to 80% daily. When you are growing out fry, super quality water is every bit as important as hi quality food.
